Two quotes for the same devices can differ by a large margin and both be honest, because the three letters after the price move a whole block of cost from one party to the other.
Incoterms are standard delivery terms published by the International Chamber of Commerce, currently in the Incoterms 2020 edition. Each three-letter term allocates obligations between seller and buyer: who arranges carriage, who pays for which leg, who handles export and import formalities, and the point at which risk of loss or damage passes.
Buyers underrate the risk half. Cost and risk are separate allocations and do not always transfer at the same place. A term can leave the seller paying freight while the buyer already carries the risk of damage in transit. If that describes your term, you need cargo insurance in your own name for that leg, and nobody will remind you.
An Incoterm is also narrower than most contracts assume. It does not transfer title, set payment terms, say what happens if goods are late or defective, decide governing law, or by itself make anyone the importer of record. All of those need their own clauses.
Six terms cover almost every vape hardware quote. The table describes the allocation and gives no rates, because freight, duty and handling are quoted against a specific route, weight and commodity code.

Two rows deserve a note. CIF requires the seller to insure, but the rule sets only minimum cover, frequently less than a buyer would choose for consumer electronics. Buy your own cover. And DDP looks buyer-friendly because one number arrives with the goods, which is exactly why it is the hardest term to audit.
The Incoterm allocates the obligation to clear the goods. The importer of record is a separate national customs status: the entity named on the entry, carrying the declaration, the classification and the liability for getting them right. Under most terms the buyer holds both and they line up. Problems appear at the edges.
Under EXW the buyer is nominally responsible for export clearance at origin, which it usually cannot perform, so the seller does it and the paperwork does not match the contract. Under DDP the seller must act as importer in the destination country, and a seller with no establishment there may find import VAT neither recoverable by it nor deductible by you, converting a recoverable tax into a permanent cost buried in the unit price.
Fix three things in writing before goods move. Name the entity that will appear on the customs entry. Agree who supplies the commodity classification and who carries the consequence if it is challenged. State whether duty and import VAT are inside or outside the quoted price. Where any of these changes your decision, ask your forwarder or broker for a quote against your actual commodity code and route. Any device containing a lithium cell is dangerous goods for transport. That sits outside the Incoterm and does not move with it. Whoever is named as shipper must declare the goods correctly, provide the transport test summary, use compliant packaging and marking, and accept the mode restrictions that follow.
So a term that makes you the shipper also makes you responsible for a technical declaration you may not be equipped to produce. Check that before accepting a term that puts you at origin. The whole customs half of this page disappears if the goods are already inside the EU. An intra-EU movement has no import entry, no duty and no import VAT, so the only questions left are who books the carrier, who insures the load and where risk transfers.
Weigh the trade-off honestly. Importing directly can lower the landed cost per unit at volume and gives you control over the origin relationship. It also asks you to carry classification risk, dangerous goods documentation, a customs entry, currency exposure and a long lead time before anything sells. Buying from EU stock removes all of that and you pay a margin for it.
