Buyers plan an order around the device and then discover the carton has a higher floor than the hardware does. That is not a quirk of one converter. It follows from how print is priced.
A device minimum and a packaging MOQ both recover fixed cost, but different kinds of it. On a hardware line the fixed cost is a changeover: fixtures swapped, a colour batch mixed, a laser file loaded. It is real, but it is scheduling, and a factory can slot a short run between longer ones.
Print is less forgiving. Before one saleable carton comes off a plate-based press, the job has consumed plate origination for every colour, a press make-ready, and substrate burnt while ink density, registration and colour are brought to target. That waste is roughly constant, the same number of sheets whether you run a thousand cartons or fifty thousand. Below a certain quantity the setup sheets outnumber the good ones, and no goodwill from the converter changes that.
Two consequences follow. The packaging minimum is usually the higher of the two numbers, so it determines your order size. And it is the part of the order where cutting quantity saves least, because you are shrinking the variable portion of a mostly fixed bill.
The method is chosen for the substrate and the look, but it is also the biggest driver of where the minimum lands. The table describes mechanism, not prices. Ask your converter to quote your actual artwork on your actual substrate.

The pattern is worth naming. High fixed cost rewards long runs and punishes short ones. Low fixed cost does the reverse. No method is good at both, so the question is where your realistic first-year volume sits relative to the crossover.
Print is only half of it. Everything downstream of the press has its own setup.
Most converters apply the minimum per artwork, not per purchase order. That is the rule that ruins first launches. A brand plans six strain names, assumes the minimum covers the total, and finds it applies six times. Six artworks are six plate sets and six make-readies, and no press runs them as one job.
Ganging helps where designs are genuinely close. If several SKUs share one die line, one substrate and one colour build and differ only in a small printed area, a converter can sometimes run them together and split the sheet. Ask whether ganging is available before you design, because retrofitting it is hard.
The alternative is one carton with a variable element applied later, such as a label or an overprinted panel. You lose design freedom and gain six names against one minimum. The hardware MOQ guide covers the same per-variant logic on the device side.
Packaging artwork carries mandatory content, and every item of it has to be settled before plates are made. Producer identity, batch or lot marking, warnings and market-specific symbols belong on the die line at design stage. A reprint driven by a missing mark costs a whole setup again, which on a plate-based job is most of the bill.
